The board rule is a floor for licensed contractors, not a conventional statewide building code: municipalities and counties adopt and enforce their own plumbing and gas codes, so a plumber must check the local jurisdiction first. Medical gas: 2021 IPC for nonflammable medical gases and NFPA 99 for flammable medical gases, with NITC or other board approved certification. State-owned buildings, K-12 and public postsecondary schools, hotels and motels and movie theaters are regulated by the State Building Code of the Alabama Department of Finance Division of Construction Management, whose website could not be reached today.

The statute AS 18.60.705 still prints the 1997 UPC but allows the department to adopt a later edition by regulation, which 8 AAC 63.010 does. The Arkansas Department of Health hosts only the cover pages of the state codes; the full text is sold by ICC. The Arkansas Fuel Gas Code is defined in 17 CAR 66-502 as 17 CAR pt. 67. Gas transmission and distribution piping up to the meter falls under the Arkansas Gas Pipeline Code (23 CAR pt. 451, Arkansas Public Service Commission). Connecticut is a uniform-code state: no municipal amendments. Gas piping and gas equipment are enforced under the fire codes (Connecticut State Fire Prevention Code and Fire Safety Code) rather than a fuel gas code; CGS 29-291a as amended by Public Act 21-165 makes the Fire Prevention Code applicable to gas equipment and piping. The dcregs.dc.gov section pages carry the official text; the DOB page warns that the integrated code books on the ICC site do not show amendments adopted after May 29, 2020, so Title 12 DCMR is the authority. Kansas has no statewide plumbing code and no general statewide fuel gas code: cities adopt their own plumbing and gas piping codes by ordinance (commonly editions of the UPC or IPC and the IFGC), and many rural counties have none. The only statewide gas rule found is the State Fire Marshal's LP gas article (K.A.R. 22-8), which adopts NFPA 54 and NFPA 58 for LP gas systems under K.S.A. 55-1812. The Louisiana State Plumbing Code (Sanitary Code Part XIV) was replaced by the IPC statewide on January 1, 2016 (LUCCC history table). Louisiana amends IPC Section 101.2 so that fuel gas distribution piping, fuel-gas-fired water heaters and water heater venting are regulated by the IFGC. Local governments must enforce only the state Uniform Construction Code; more stringent local requirements require LUCCC approval. The adopting body was renamed LUCCC and its enabling statute moved to R.S. 37:3727 to 37:3750 on August 1, 2026 (Act 881 of 2026). The LUCCC says the 2024 editions take effect January 1, 2027; the rule has not yet been published in the Louisiana Register in final form as of the pages opened today (LR 52 citation left blank in the approved language).

Plumbing is regulated separately from the Maine Uniform Building and Energy Code (MUBEC): the Plumbers' Examining Board rule applies to all plumbing installations in the state and is enforced by municipal Local Plumbing Inspectors (LPIs). The board does not adopt UPC Chapter 12 (fuel gas piping) or Chapter 13 (medical gas); fuel gas is regulated by the Maine Fuel Board, which adopts NFPA 54 (2021), NFPA 58 (2020) and related NFPA standards with Maine amendments (02-658 C.M.R. ch. 6). The board page gives January 1, 2022 as the effective date of the 2021 UPC adoption; the current consolidated chapter text shows a later re-filing effective March 6, 2024 (filing 2024-047). Counties and municipalities adopt plumbing and gas codes by local ordinance; under the 2014 law, local governments that did not opt out by Nov. 30, 2014 must use one of the last three editions adopted by the Mississippi Building Codes Council, and many did opt out. A plumber must check the county or city for the edition in force (local pages seen in search results cite 2018 or 2021 I-Codes). The State Fire Marshal enforces the Mississippi Fire Prevention Code and adopted the 2024 IFC and 2024 IBC for its own enforcement as of July 1, 2024 (mid.ms.gov/sfmo/fce), and the factory-built homes regulation (MH-5, effective July 1, 2026) governs modular homes. Montana moved from the 2021 UPC and 2021 IFGC (effective June 11, 2022) to the 2024 editions effective September 26, 2026, per the DLI Current Codes page. The state Building Codes Program issues plumbing permits and inspects everywhere outside certified city, county and town jurisdictions, which enforce the same state-adopted codes in their areas; farms and ranches, mines, mills, smelters, railroads and public utilities are exempt from state plumbing permits. UPC Chapter 12 is replaced by the IFGC, so gas piping follows the IFGC statewide. State Fire Marshal letter of March 31, 2025 (https://www.ncosfm.gov/letter-re-2024-state-building-code-effective-date/open): 'Until the to-be-determined effective date of the 2024 Code, the 2018 North Carolina State Building Code remains in full force and should continue to be enforced as the governing standard, unless a building owner or his agent requests that the 2024 Code be applied to the project.' The OSFM document '2025-0403 Rules Review Commission links to the 2024 North Carolina State Building Code' lists '2024 North Carolina Plumbing Code (2021 IPC with NC Amendments)' and '2024 North Carolina Fuel Gas Code (2021 IFGC with NC Amendments)'. OSFM press releases through September 2026 contain no notice of the State Fire Marshal certification, so the 2024 Code is treated as still pending. The Ohio Plumbing Code (OPC) applies to all buildings under the Ohio Building Code. Detached one-, two- and three-family dwellings fall under the Residential Code of Ohio (OAC 4101:8), which has its own plumbing chapters. Fuel gas: Ohio does not adopt the IFGC as a stand-alone code; OBC section 101.4.1 applies the IFGC to gas piping from the point of delivery and to gas appliances. The Ohio rule does not state an IFGC edition; OBC chapter 35 (OAC 4101:1-35-01) incorporates IBC 2021 Chapter 35 referenced standards and Ohio's modification list does not change the IFGC entry, so the edition is the one listed by IBC 2021. Welding and brazing of fuel gas piping is governed by ORC 4104.44 (OMC 301.6 exception). OBC 102.2 lets municipal corporations adopt further regulations not in conflict with the Board's rules; Board approvals of products are valid anywhere in Ohio. codes.ohio.gov (the official OAC host) refused connections today; the Board's own rule PDFs were used instead. The IPC 2024 is adopted as the statewide minimum code for commercial plumbing construction. Residential plumbing (one- and two-family dwellings and townhouses) follows the plumbing chapters of the Oklahoma-adopted IRC 2024, also effective September 14, 2026. The OUBCC expressly chose not to adopt the 2021 IPC or 2021 IFGC for any purpose; the 2018 editions were in force from September 14, 2021 until September 14, 2026. No IPC appendices are adopted statewide, but local jurisdictions may adopt appendices A through F and Resource A under 59 O.S. 1000.29. Local jurisdictions may amend the statewide minimum code only as allowed by Oklahoma law and OAC Title 748, Chapter 15 (more stringent local amendments). ICC errata are not adopted; only the first printing is adopted. The OUBCC notes that its website copies are unofficial and the official text is in the Oklahoma Administrative Code and Oklahoma Register.

The 2026 OPSC took effect October 1, 2026, two days before this check; the previous 2023 OPSC (based on UPC 2021) was effective October 1, 2023. UPC Chapter 12 (Fuel Gas Piping) is not adopted in Oregon; fuel gas is covered by the Oregon Mechanical Specialty Code, which since October 1, 2025 is based on IMC 2024 and IFGC 2024 (phase-in with the 2022 OMSC ended March 31, 2026). The OPSC covers plumbing in one- and two-family dwellings too (not the residential code). Local governments cannot enact conflicting plumbing rules unless the division approves a local amendment request under ORS 455.040; UPC appendices L and N may be adopted locally. The 2021 I-codes replaced the 2018 editions (effective February 14, 2022) on January 1, 2026 (55 Pa.B. 7701). The UCC is a statewide code; municipalities elect whether to administer and enforce it (34 Pa. Code 403.102), otherwise L&I or third-party agencies do. Municipalities may adopt stricter provisions only through ordinances reviewed by L&I under 35 P.S. 7210.503(b). Municipalities in a county of the second class (Allegheny County) may not enforce the IPC under the UCC; a county plumbing code adopted under the Local Health Administration Law applies there. One- and two-family dwellings follow the plumbing chapters of the IRC 2021 as adopted in 403.21(a)(7). Section 403.21(e): individual on-lot sewage systems are governed by 25 Pa. Code Chapter 73. The rulemaking record says the 2021 adoption is meant to prepare the state to adopt the 2024 codes within a year to 18 months, but no 2024 adoption was found on the regulation page today. South Carolina codes are adopted by the state Building Codes Council and enforced by counties and municipalities; local jurisdictions may not write their own building codes (Reg. 8-236(C)), and only the Council's statewide modifications apply. The plumbing effective date given is the legal effective date of the Council's 2021 IPC modification regulation (SCSR 46-5, May 27, 2022); the Council's separate implementation date for local enforcement of the 2021 codes is posted on llr.sc.gov, which could not be reached today. Residential plumbing follows the IRC 2021 as modified by the Council (Chapter 8 Article 12 area). The State Plumbing Code is the UPC 2024 with extensive South Dakota exceptions (ARSD 20:54:02:01), including deeper burial: water service 72 inches of cover, building sewers 42 inches, and no water piping in exterior walls or unheated attics. UPC Chapter 5 (water heaters) and Chapters 12 to 14 (fuel gas piping, health care facilities, firestop protection) are excluded. Municipalities may adopt their own plumbing ordinances if they meet the state minimum (SDCL 36-25-16); a commission registrant may work in a municipality for six months while a local permit or license is pending. Tennessee is not a single-code state in practice: exempt jurisdictions (cities and counties with their own certified codes programs under T.C.A. 68-120-101(b)) enforce the codes they adopt, which must be within seven years of the current edition and not less stringent than the state rule without Division approval; plumbers should check the local jurisdiction's adopted edition. One- and two-family dwellings and townhouses fall under the IRC 2018 (state residential rule 0780-02-23) and its plumbing and fuel gas chapters; counties and municipalities may opt out of the state residential program. Texas has no single statewide plumbing code. A plumber must check which code (UPC or IPC) and which local amendments the city or county has adopted; the state rule only fixes the editions (2018) and the fallback for areas with no local code. The 2018 editions replaced the 2012 editions by a 2021 rule amendment. Water closet fill valves must be antisiphon type with the critical level at least 1 inch above the flood level rim (22 TAC 367.2(d)). A move to the 2021 UPC and IPC is in rulemaking (see pending change).

Vermont moved from the 2021 IPC (2021 Vermont Plumbing Rules) to the 2024 IPC on 2025-11-04, the same day the 2025 Vermont Fire and Building Safety Code took effect. Section 21 of the rules contains the Vermont deletions and replacements to the IPC (for example building house traps prohibited except where local conditions require). Gas piping and appliances are regulated under the Fire and Building Safety Code (NFPA 54 and 58), not under the IPC or IFGC. West Virginia is still on the 2018 I-codes; the 2024 update is in the 2026 rulemaking pipeline and would need the 2027 Legislature to authorize it. Building code enforcement (permits and inspections) exists only in counties and municipalities that have adopted the State Building Code; local jurisdictions may not adopt a different building code (87-4-8: all building codes previously adopted by local jurisdictions are null and void). Where the IPC conflicts with Department of Health rules, the health rules take precedence (87-4-3.2). Licensed plumbers must follow the IPC everywhere in the state under 42 CSR 32.

Wisconsin has its own plumbing code written by the state; plumbers do not use the IPC or UPC. Plan review for larger projects goes to DSPS or to a municipality that DSPS has delegated (DSPS Plumbing Delegated Agent list). The Council on Fire Prevention and Electrical Safety in Buildings incorporates the 2024 IBC, IEBC, IFC, IMC and IFGC, and incorporates IPC provisions only as they are referenced in chapters 1 to 10 of those codes; the 2018 version of the same rule said the referenced IPC provisions were specifically not adopted. W.S. 35-9-106(a)(i) limits the council's minimum standards to the IFC, IBC, IMC, IEBC and IFGC. Plumbing codes, where they exist, are adopted by cities, towns and counties under their own ordinances; W.S. 35-9-121 delegates fire, building and electrical enforcement to municipalities and counties that adopt standards at least equal to the state's.

Wyoming has no statewide plumbing code and no state plumbing license; plumbing requirements depend entirely on the city, town or county (many adopt the IPC or UPC by local ordinance; verify with the local building department). Fuel gas at the state level is the 2024 IFGC with NFPA 54 and 58 controlling for LP-gas; local jurisdictions with delegated enforcement may have more stringent provisions, which prevail (W.S. 35-9-121(b)).
